Protecting Temporary Workers – Lunch and Learn

Presentation Description: 

Temporary workers are those who are paid by a staffing company and assigned to work for a host employer. This dual employment arrangement can create unique challenges to keeping them safe on the job. During this presentation we will learn ways to handle these challenges as well as understand which employer OSHA holds responsible for temporary worker safety. We will refer to NIOSH’s recently published guide on Protecting Temporary Workers: Best Practices for Host Employers (a publication for which the speaker is a noted contributor) and OSHA’s Recommended Practices for Protecting Temporary Workers as guides, and pull from the speaker’s 25-year experience in temporary worker safety.

Learning Outcomes:

  1. Understand and identify the factors that contribute to temporary workers being more susceptible to workplace injury.
  2. Describe best practices for:
    • evaluating workplaces
    • effectively communicating responsibilities, hazards, and injuries/illnesses between host employer and staffing company
    • training for staff and temporary workers
  3. Understand and explain OSHA’s requirements and enforcement practices as outlined in the Temporary Worker Initiative.

Topic Relevance

This topic is relevant to any company attending the conference who uses or plans to use temporary workers. OSHA holds both the staffing company and the host employer jointly responsible for protecting the safety and health of temporary workers (a growing workforce), yet evidence shows that temporary workers experience higher injury rates compared to non-temporary workers. Additionally, according to The National Institute of Occupational Safety and Health (NIOSH), “…there is often confusion regarding the respective safety and health responsibilities of each employer and a general lack of clarity regarding the best ways to protect and promote the safety and health of temporary workers.”

Speaker Bio

Carol Pariente Lippi

Carol Pariente Lippi, a Certified Safety and Health Official (CSHO), and OSHA authorized Outreach Trainer has worked in temporary staffing for 25 years.  She is a noted contributor to NIOSH’s recent publication, Protecting Temporary Workers: Best Practices for Host Employers and is currently on the committee working on a similar publication for staffing companies.  As a Safety Professional, Carol assists clients in diverse industries and throughout the US to assess and eliminate worker exposure to hazards by providing mock OSHA audits, employee trainings, safety program design, and consultation.  She has also helped represent client interests with OSHA during inspections and at informal conferences.  In addition, she helped to develop a behavioral based safety observation program for temporary workers, pioneered an Alliance with OSHA’s Denver branch and, more recently, an Ambassador Alliance with OSHA’s Region VIII.  Carol has been an OSHA Authorized Outreach Trainer since 2007, providing hundreds of OSHA 10-hour trainings to clients, prospective clients, employees, and community college students. She has been a speaker for ASSP, SHRM and local Safety Council events. Her background includes a degree in Economics from Arizona State University with a Certificate in Latin American Studies and 4 years as faculty at a top Technical College in Mexico where she designed and taught courses in International Business and Business English.
